The most recommended characters for this level are Hatay King and Panama Hat Man, as they have skills needed to complete this level. The level takes place on the sunken S.S. Coronado. To get to the Artifact in this level, you will have to make your way through the flotsam and deal with the giant LEGO crab and octopus blocking your way to reach it. Jump on the floating box closest to the level entrance (if you fall into the water, you can jump directly on a box, but only from the left side, which is a bit lower). Use the Panama Hat Man to shoot a target and free a couple of boxes trapped underwater. Switch to Hatay King and climb onto the first floating crate, then jump onto the crates you just picked up. Note: Jumping from one box to another without falling into the water is quite a challenge. Double jumping (i.e. pressing the Jump button and then quickly pressing it again while airborne) can help your character go a little further each time. If you fall, you'll need to swim back to the only box near the entrance and climb back up the left side. Then repeat the jumps to get back to where you were. Take aim and throw the sword at the string that connects the balloons to a birthday cake with a fish on top that they are holding. This will make the giant crab take the cake and disappear under the water. Switch back to the Panama Hat Man and jump across the space where the crab was to the next set of boxes, then the single box beyond, then the group of barrels to the right. Shoot the target to pick up another stack of boxes with a green tarp on top, then jump on it. Switch to the Hatay King and jump from the far right of the boxes with the green tarp to the next set of boxes at the bottom (if you're playing solo, you may need to start from the first box and come back to this point again. The AI player is not too cooperative at this level). From there, take aim and throw the Hatay King's sword onto the wire that suspends the box of dynamite above the giant octopus. This will cause the explosives to detonate when they land on the huge red tentacle, causing it to retract. Jump onto the crates holding the left end of the broken mast, then move to the right side of this group and then jump onto the ledge below and to the left of the Artifact. From there, jump onto the Artifact to grab it and end the level.
